The 2009 Review of Top-Up Fees
NUS believes it is vital that the impact of top up fees on Higher Education is ananlysed and assessed. In 2004, then Education Secretary Charles Clarke told the House of Commons that there would be a review “by an independent commission, reporting to Parliament directly on the impact of the new fee regime three years after implementation”. Ensuring that the 2009 fees commission is evidence-led and genuinely independent will be key to ensuring a fairer system.
